We have all been in that situation where you forget to carry the documents of the vehicle while driving and are often arguing with the cops about the genuine mistake. Lately, many people have been using digital wallets to show their documents. However in some states, cops still wanted or demanded for physical documents and not physical or original copies. There is still too much confusion in the air on this topic and Kerala Transport commissioner decided to make things clear. The commissioner has now announced that digital copy of the driving license or vehicle document is enough during checking.
This is a major move from transport department. The final order in this regard was issued by Kerala State Transport Commissioner on Thursday. Officials conducting inspections and routine checks used to ask for original copies even after the owner produced digital copies. These documents are usually uploaded to government approved digital wallets and platforms like mParivahan or Digitlocker.
This often leads to arguments and confusion between the customer and the officers. The new order from the commissioner now recognises digital documents as equivalent to originals under the IT Act of 2000.
Under the new circular by the Transport commissioner, it clarifies that individuals will no longer be forced to produce original or physical documents of the vehicle or the license. Instead a digital copy of these document with a QR code can be used.
These documents can be downlaoded from the above mentioned app to show in case an officer asks for the same. This doesn’t mean you cannot show physical driver’s license or registration certificate to the officer when asked.
The order also mentions that in case any violation is detected during the inspection of digital documents an e-challan must be issued. The officers are also instructed to record teh confiscation of documents in such cases. The confiscation of original documents have been strictly prohibited.
Kerala is one of those states that has very strict policing on the road. In fact it was one of the states in the country to install AI camera. The state installed over 700 cameras across the state to control road accidents and fatalities. The AI cameras are designed or programmed in such a manner that it can automatically detect a violation and click image. The image is sent to a control room where officers manually verify if there is a violation in this case or not.
Once they verify the pictures and details, they send an e-challan to the number of the vehicle owner. All of us are using new gadgets and technologies and we feel the decision to make digital copies valid during inspection is a huge relief for many. Many riders and drivers who are on road trips often carry digital copies to avoid the risk of losing it.
Few years ago Motor Vehicle Department in Kerala went all digital. The department actually digitalised all their services except vehicle inspection and driving test. We feel this recent announcement from the Kerala Transport Commissioner is also a part of this plan. The department is promoting digital documents to avoid inconvenience and confusion to individuals.
